Started in 1991 by public network operators, the European Institute of Telecom Research and Strategic Studies goals are to define research programs, organize competitive tendering among members, and award project contracts.

In 2004 France Telecom's r&d participated in some 10 projects financed by Eurescom for the advancement of telecommunications networks (carrier grade multipoint services, Anti-Spam, and Heterogeneous Networks).
