The Area Risk and Vulnerability Management Centre, PACA and Languedoc-Roussillon


objectives and scope of centre

The aim of the "Area risk and vulnerabilities management" centre is to give a strong identity to Provence Alpes Côte d'Azur and Languedoc-Roussillon areas by positioning them at the forefront of European risk management. These areas, which are exposed to all types of risk, make up a key zone including natural, industrial, technological and urban risks.


the centre thus aims to make the French Mediterranean Arc the pioneer and leading area in Europe and on the Mediterranean in risk management serving the people and the areas.

The competitiveness centre will, using this skills base, enable each player to carry out more ambitious projects targeting Euro-Mediterranean markets in a more effective way. This will facilitate pluri-disciplinary, public/private and SME/Large Companies synergies.

Around a hundred R&D projects were registered, allowing the centre themes to be structured according to 4 main areas:

- natural risks

- industrial risks

- urban risks

- integrated Systems and Cross-functional Technologies

These areas, which are exposed to all types of risk, are a reference zone including natural, industrial, technological and urban risks.

France Telecom's involvement in the centre

France Telecom contributes the following to the centre:

- its technological expertise in the field of machine-to-machine applications (with environmental sensors), its innovative services bricks in the field of public warning services, its development capacities in GIS and collaborative working systems.

On the other hand, France Telecom seeks to forge partnerships with players from recognised businesses:

- to enhance its ICT services by contributing business solutions, particularly via risk simulation, diagnostics tools and risk assessment methodology models;

- to use its technologies in field testing that takes into account the concerns of land players and local authority decision-makers.

Finally, France Telecom's presence shows its commitment to sustainable development. Indeed, the France Telecom group places sustainable development at the core of its commitments. Within the framework of a purposeful corporate responsibility approach, it is developing an action plan to enable it to integrate the threefold (economic, environment and social) sustainable development dimension into its strategy.

The centre is chaired by Alcatel Alenia Space, while the Europôle de l'Arbois is the Secretary General, and the Treasury is managed by Géocean.

The centre's executive office is also made up of Sophia Antipolis representatives via the Hitech Club at Sophia Antipolis, Agropolis, the Union of Chemical Industries, the EA, Network of environment professionals and the IFR (federative research institute).

The field leaders elected by the board of directors are Cemagref for the natural risks field, the Alès Ecole des mines for industrial risks, MEED SA and EA for urban risks and France Telecom R&D for the "Integrated Systems and Cross-functional Technologies" field.

In addition to the elected members, the centre includes over a hundred companies and research laboratories, i.e. ACRI, BRL ingénierie, SAP labs France, la Société des Eaux de Marseille,  ONERA, le CEREGE, INERIS, IFEN, Ecole d'application de la Sécurité Civile - Ecole Nationale des Officiers Sapeurs Pompiers (Valabre), Méteo France, CSTB, REMIFOR, etc.
