“An innovative Europe” and parolesdelus.com : ICTs at the heart of dynamic regional development

Over the past five years, the partners of “paroles d’élus” have been showcasing the projects carried out by French and European regions in terms of information communication technologies (ICT), serving local public action.
These concrete initiatives have been presented in a book and today an interactive website, attesting to the drive and often the audacity shown by the regions in order to promote the use of ICTs for all and make them a driving force for growth in France.


The association of French mayors (AMF), the assembly of French communities (AdCF), the association of mayors of large French towns and cities (AMGVF), the association of rural French mayors (AMRF), the association of small French towns (APVF), the federation of local public businesses (FedEpl), the federation of mayors of mid-size towns (FMVM) and France Telecom-Orange are behind the book on “An Innovative Europe”, the fifth volume from the paroles d’élus collection. This book, prefaced by José Manuel Barroso and Nicolas Sarkozy, is exemplary in terms of both the number and the quality of the project’s partners. This collection presents 95 initiatives carried out by regions within Europe, drawing on information and communication technologies (ICT). These projects are being carried out in all areas of local public action: economic development, internal management of the community, health and social aspects, public services, tourism, culture and education.

With parolesdelus.com, unveiled today, the collection is taking on a new dimension. Designed as the participatory extension of the paroles d’élus collection, the site represents a forum for local officials, their staff, executives and regional agents to meet and interact, and also for citizens who would like to share their experiences or thoughts, based on a dedicated platform for ICTs serving the regions.

The book and the site are being presented today, during a press conference, in the presence of various paroles d’élus partners:
- Jacques Pélissard, president of the association of French mayors (AMF),
- Daniel Nouaille, vice-president of the assembly of French communities (AdCF), in charge of ICTs,
- Michel Destot, president of the association of mayors of large French towns and cities (AMGVF),
- Vanik Berberian, president of the association of rural French mayors (AMRF),
- Olivier Dussopt, member of the office of the association of small French towns (APVF), representing Martin Malvy, president,
- Bruno Bourg-Broc, president of the federation of mayors of mid-size towns (FMVM),
- Bruno Janet, special adviser to the president, VP in charge of relations with local authorities, France Telecom-Orange.


Several local elected representatives, whose initiatives are presented in “An Innovative Europe” and on the parolesdelus.com site, have come to present their projects and their experiences, namely:

- Olivier Caspary, assistant mayor of Saint-Dié des Vosges, in charge of the development of technological innovation and higher education, and Freddy Clairembault, head of the international geography festival,
- Geneviève Fioraso, member of parliament, first vice-president of the Grenoble-Alpes Métropole agglomeration community, in charge of economic development,
- Daniel Cassard, mayor of Belmont, president of the Doubs association of rural mayors,
- Jean-Luc Reitzer, deputy and mayor of Altkirch (Haut-Rhin),
- Charles-Ange Ginesy, president of the Cians Var district community, deputy and mayor of Péone-Valberg and vice-president of the association of mountain resort mayors.


In addition, during the dedicated show for mayors and local authorities (SMCL) which will be taking place at Porte de Versailles in Paris from November 17 to 19, 2009, a book signing session is being organized on the France Telecom-Orange stand (Hall 2.1 – Stand F64) at midday on Wednesday November 18, in the presence of various presidents, partners and several project sponsors. On this occasion, the book will be given out to people visiting the France Telecom-Orange stand.
