Review of the European regulatory framework for electronic communications: Orange shares its views on services during a hearing in the European Parliament

On March 21st, the European Parliament’s Committee for the internal market and consumer protection (IMCO) held a hearing on the review of the European regulatory framework for electronic communications, “the Code”.

The IMCO Committee is competent for all the aspects of the reform regarding consumer protection, universal service and numbering; while the Committee for Industry (ITRE) is responsible for all the other aspects of the reform.

Marc Lebourges, Director of Europe and Economic Regulation at Orange, was invited to share Orange’s views before the members of the IMCO Committee, in particular, the Chair Ms Ford and the rapporteur for the IMCO Committee Ms Charanzova as well as some members of the European Parliament, shadow rapporteurs for this report, Ms Mizzi, Ms Reda and Mr Van Nistelrooij. The panel also included representatives of the European Commission, of the Czech regulator, of associations representing consumers, disabled people, and emergency services as well as one academic and a representative of Facebook.

The debate was split into two panels. The first debate dealt with the evolution of universal service. Panelists and members of the European Parliament exchanged views on the new scope of universal service obligation proposed by the European Commission and the different types of funding. The second panel considered end-users rights in the electronic communications sector. The participants discussed the interplay between horizontal and sector-specific rules, applicable rules to operators and to “over-the-top” (OTT) players as well as emergency services.

The regulation of digital services and the relevance of the definition of the electronic communications services were also discussed during a lunch-debate on 22nd March. It brought together MEP Van Nistelrooij, shadow rapporteur in IMCO, M. Eberl from the European Commission, M. Romero Dupla, counsellor on telecommunications at the Permanent Representation of Spain, M. Bertram from Google and M. Lebourges from Orange.
