Transparency at every step
When we advocate with public institutions, we do it openly. Orange is registered with the Haute Autorité pour la Transparence de la Vie Publique (HATVP) in France, under the Sapin 2 law, and with the European Union Transparency Register since 2009. Our representatives follow the European Code of Conduct and, since 2023, we have also been reporting our actions to local decision-makers.
Our approach is simple: we’re clear about who we are, the interests we represent, and we provide public authorities with reliable, high-quality information. We do not provide political funding or speak on behalf of the company in political matters.

Making an impact where it counts
At Orange, we do more than watch our industry evolve. We actively shape it. Whether it’s European digital sovereignty, AI regulation, network infrastructure, cybersecurity, or ecological transition, we share our perspective with institutions, regulators, and the tech ecosystem. We don’t just offer expertise. We help decision-makers understand the challenges, as shown by initiatives like Orange Marine on cable-laying vessels or INNOV on AI.
At national, European, and global levels, we aim to play a full role. For example, in 2025 we signed the first International Charter for Inclusive Artificial Intelligence with Arborus, under the high patronage of the French Secretary of State for Digital Affairs.

In Brussels, we meet directly with representatives from the European Commission, the European Parliament, and the Council of the European Union to advance digital policy. We also engage with other digital ecosystem actors and associations in which we participate.
"EuropeInside"
building a strong, resilient, and green digital Europe
We are committed to a single European digital market that is innovative, competitive, and responsible. Our priorities are clear: boost investment in networks, strengthen the data economy, reinforce cybersecurity, and accelerate the ecological transition.
We put strategy into action. For instance, we secure funding for R&D and deploy key infrastructure such as submarine cables, innovative 5G services, and projects like Sylva to develop a sovereign Telco cloud.
More than ever, it’s essential to continue driving sectoral and regulatory initiatives in Europe
