One strategy,
three ambitions
Our ambitions define the key areas where we will focus our efforts to strengthen our leadership positions and accelerate growth.
Customer
intimacy
To better meet customer expectations, we must understand them more deeply. With new digital tools powered by artificial intelligence, we can deliver more personalized service to each of our 340 million customers. We’re simplifying interactions and making them more relevant, wherever our customers are.
By 2028, we’ll aim to add around 40 million new fixed and mobile customers, particularly in Africa, the Middle East, and selected European countries, by accelerating network convergence and the deployment of fiber (FTTH).
Innovative
growth
In Europe, we are expanding our portfolio beyond connectivity by integrating services such as cybersecurity and home protection to address growing customer needs.
In our Enterprise markets, we are leveraging our full range of trusted digital solutions, including cybersecurity, trusted cloud, and artificial intelligence, to support our business customers in their digital transformation.
In our high-growth markets in Africa and the Middle East, we are actively developing digital services such as Mobile Money and accelerating the rollout of Max It, our innovative super app, to deliver high-performance, accessible digital experiences.
Excellence
at scale
Our multi-local model combines strong global presence with deep local expertise across 26 countries. It is a key source of competitiveness. The scale of our Group, together with the new capabilities enabled by generative AI, will strengthen our efficiency and drive innovation. Our ambition is to become a benchmark in our sector by delivering ever more effective solutions tailored to local needs.
Leadership in next-generation networks, including fiber, 4G, and 5G, with continued infrastructure modernization.
Shared innovation capabilities and global expertise supporting all our activities.
Expanded use of artificial intelligence across daily operations to increase efficiency, enhance service quality, and accelerate innovation.
Measurable ambitions for sustainable growth
Committed to a responsible future
With Trust the Future, growth and responsibility move forward together. We’re building a digital world that’s inclusive and environmentally sustainable.
We’re maintaining our objective of carbon neutrality by 2040 and continuing to strengthen accessibility, inclusion, and protection, particularly for young people and vulnerable groups.
Our vision in the age of AI and rapid transformation
Human values matter more than ever.
Trust, care, and responsibility don’t slow growth. They enable it.
For our people
We continue investing in skills development, employability, and leadership so our teams can adapt in a constantly evolving environment. According to our January 2026 engagement survey, 81% of employees say they’re proud to work at Orange.
For our communities
Digital trust will extend to everyone, with modular protection solutions including B2C and B2B cybersecurity and dedicated offers for young people available in 100% of our countries by 2030. Free digital training will also reach six million people by 2030, notably through our Orange Digital Centers.
For our planet
Our environmental trajectory remains firm: reducing greenhouse gas emissions across all scopes by 45% by 2030 compared with 2020 and achieving carbon neutrality by 2040. Progress will be driven by energy efficiency, decarbonization, circular economy initiatives, and country-specific adaptation plans to address extreme weather events.
Our unique strengths for emplementing this roadmap
The Lead the Future legacy
Lead the Future, which guided our strategic roadmap from 2023 to 2025, fully delivered on every objective, making our Group simpler, stronger, and more efficient. Under this plan, we strengthened customer excellence, enhanced the value of our infrastructure, transformed our Enterprise activities, and accelerated growth in cybersecurity, while continuing to expand across Africa and the Middle East.
Corporate Social Responsibility remained central, exceeding our environmental targets with a 49.3% reduction in Scope 1 and 2 GHG emissions in 2025 compared to 2015. We also made meaningful progress in digital inclusion and diversity.
Over the same period, our customer base expanded by 34.3 million, a 13% increase, taking us past the milestone of 300 million customers worldwide.
