One strategy, three ambitions
At Orange, our 2026–2030 plan is built around three ambitions that represent the key areas where we are focusing our efforts to strengthen its leadership positions and accelerate growth: customer proximity, growth through innovation, and excellence at scale. These ambitions shape our path forward and guide our priorities as we prepare for the future of our industry.

Close to our customers
To best meet our customers' expectations, it is essential to know them well. Thanks to new digital tools incorporating artificial intelligence, we are able to offer a more personalized service to each of our 340 million customers. We simplify their experience and make every interaction more relevant, wherever they are.
By 2028, our goal is to acquire approximately 40 million new customers across both fixed and mobile services, particularly in Africa, the Middle East, and selected European countries, by accelerating network convergence and the rollout of fiber-to-the-home (FTTH).
We will move from a benchmark customer experience to an exceptional relationship that is more personal, responsive and proactive.
Innovative growth
Beyond connectivity, we want to accelerate the development of high-growth services. Our objective is clear: generate €1 billion in additional revenue by 2028 through our trusted digital services.
In Europe, we are expanding our portfolio beyond connectivity by adding solutions such as cybersecurity and home protection to meet our customers' growing needs.
In our high-growth markets across Africa and the Middle East, we are actively expanding our digital services, including Mobile Money, while accelerating the rollout of Max It, our innovative super app, to deliver even more powerful and accessible experiences.
In our Enterprise markets, we are leveraging our full portfolio of trusted digital solutions, including cybersecurity, trusted cloud, and artificial intelligence, to support our business customers' digital transformation.
Excellence at scale
Our multi-local model, combining a strong global presence with deep local expertise across the 26 countries where we operate, is a key source of our competitive advantage. We continue to leverage the scale of the Orange Group and the new capabilities enabled by generative AI to enhance efficiency and drive innovation. Our ambition is to set the benchmark for our industry by delivering increasingly high-performing solutions tailored to local market needs.
We are a leader in next-generation networks—including fiber, 4G, and 5G—and will continue to modernize our infrastructure.
We make our innovation capabilities and shared global expertise available across the Group to support all of our businesses.
We continue to expand the use of artificial intelligence across our day-to-day operations to improve efficiency, enhance service quality, and strengthen our capacity for innovation.

We are reaffirming our ambitious commitments: achieving net-zero carbon emissions by 2040 and advancing digital inclusion and digital safety, particularly for young people and vulnerable communities.

We continue to invest in skills development, employability and leadership so that our teams can adapt in an ever-changing environment. Our commitment remains strong: according to our annual engagement survey in January 2026, 81% of our employees are proud to work for Orange. This dynamic aligns with a corporate culture founded on three core values that guide our day-to-day activities and practices.
For society
We will extend digital trust to everyone by offering flexible protection services, such as cybersecurity for consumers and businesses and solutions dedicated to young people, in 100% of the countries where we operate by 2030. We also plan to provide free digital skills support to 6 million people by 2030, primarily through our Orange Digital Centers. This ambition is a clear reflection of our raison d'être.
For the planet
Our aim: to reduce our GHG emissions by 45% across all scopes by 2030 compared to 2020, with a Net Zero Carbon target by 2040. We will achieve this through energy efficiency, decarbonization, circular economy initiatives and a country-specific adaptation plan to cope with extreme weather events.

The “Lead the Future” Legacy
Lead the Future, which guided our strategic roadmap from 2023 to 2025, fully delivered on every objective, making our Group simpler, stronger, and more efficient.
Under this plan, we strengthened customer excellence, enhanced the value of our infrastructure, transformed our Enterprise activities, and accelerated growth in cybersecurity, while continuing to expand across Africa and the Middle East.
Corporate Social Responsibility remained central, exceeding our environmental targets with a 49.3% reduction in Scope 1 and 2 GHG emissions in 2025 compared to 2015. We also made meaningful progress in digital inclusion and diversity.
Over the same period, our customer base expanded by 34.3 million, a 13% increase, taking us past the milestone of 300 million customers worldwide.
