Rouen University Hospital (CHU de Rouen), the support entity for a network of public hospitals in the Normandy region of France (GHT Rouen Cœur de Seine), has selected Live Intelligence by Orange Business to provide all professionals with an accessible and secure generative AI (GenAI) platform tailored to the sovereignty needs of nine entities within the group. This initiative will provide a common framework for GenAI adoption, support upskilling across all job functions, and foster new use cases to enhance hospital efficiency.

Several use cases already deployed

In the research teams at Rouen University Hospital, GenAI streamlines the grant application process for researchers, reducing the time from three weeks to two days. In sourcing, a request process that involves drafting specifications and evaluation criteria could reduce timeframes from two weeks to one day. The ambition is to develop a long-term co-innovation program with other university hospitals to co-develop use cases that will be valuable for the entire healthcare industry.

A controlled environment that addresses sovereignty

Live Intelligence provides a controlled environment, consistent with the sovereignty requirements of the healthcare sector. The choice also reflects the hospital's larger commitment: to better govern usage, raise awareness among teams about responsible AI use, and limit reliance on unverified tools, all while embracing social and environmental responsibility.

"We chose Live Intelligence to provide the GHT Rouen Cœur de Seine public hospital group with an accessible, secure, and tailored GenAI solution across our network. Our goal is to leverage a trusted framework to develop use cases that benefit all job roles, from doctors and care teams to administrative and technical staff, in their daily work," said Stéphanie Decoopman, CEO of the Rouen University Hospital.

A long-term partnership

The Rouen University Hospital, on behalf of the regional hospital network, is installing more than only a simple GenAI platform. It turned to Orange Business as its long-term trusted partner, leveraging its tech and healthcare expertise for infrastructure, strategy and operational support. Orange Business is committed to supporting the hospital and its regional network through this transformation initiative. Its goal is to deploy practical, robust solutions that keep pace with rapid AI developments. These solutions are grounded in the realities of hospital operations and are flexible enough to adapt to evolving needs over time, including the transition to agentic AI.

"Some hospital staff today can feel they have become 'data managers' as much as healthcare professionals, spending significant time on documentation, administrative tasks, and coordination. The decision by Rouen Seine Valley Hospital Group to choose Live Intelligence as its trusted GenAI platform aims to empower staff with agentic AI capabilities, enabling them to reclaim time to focus on what truly matters: patient care, meaningful work, and collaboration. GenAI can improve working conditions and support all healthcare workers, support functions, and technical personnel to deliver better patient care," states Claire Scotton, Vice President of Healthcare & Life Sciences at Orange Business.

Orange Business positions itself as a trusted partner to support healthcare organizations in all aspects of digital transformation, from infrastructure to business challenges.

About The Rouen Cœur de Seine Regional Hospital Group

It is a formal cooperation arrangement, mandatory since July 2016. It is composed of public health institutions across a territory extending from the Rouen metropolitan area through the Pays de Caux and Pays de Bray regions, up to Oise. The member establishments of the GHT Rouen Cœur de Seine are: the Hospital of Austreberthe (Barentin), Asselin Hedelin Hospital (Yvetot), Belvédère Hospital (Mont Saint Aignan), Bois Petit Hospital (Sotteville-lès-Rouen), Durécu Lavoisier Hospital (Darnétal), Gournay-en-Bray Hospital, Fernand Langlois Hospital (Neufchâtel-en-Bray), Rouvray Hospital (Sotteville-lès-Rouen), and Rouen University Hospital (CHU de Rouen).

These hospital institutions have committed to coordinating around a shared and graduated patient care strategy within their territory. This is formalized in the shared medical and nursing project (PMSP), developed through discussions involving both hospital practitioners and healthcare professionals.

The GHT Rouen Cœur de Seine also encompasses other aspects, such as shared functions like procurement for all member establishments, including the development of a procurement policy, planning, defining procurement strategies, and their implementation. The information system and training are also shared functions within the GHT. As relationships within the GHT have strengthened, these functions have been co-constructed, deployed, and developed, leading to significant progress.
The Territorial Medical Affairs Department, created in 2023, is the latest shared function. Its goal is to develop and implement a proactive management policy for medical staff, especially in a locally tense and competitive environment.

The Rouen University Hospital (CHU de Rouen) is the support entity for the GHT Rouen Cœur de Seine. It represents the GHT both as a legal entity and in terms of governance, which is implemented to ensure its ongoing operation and development.
