Orange Business has been selected as the trusted network partner for TESTA-EIRIS (Enhanced Infrastructure for Reliable Interconnectivity and Security) to provide a highly secure, isolated private communications backbone for public administrations across European Union (EU) Member States.
TESTA-EIRIS backbone services mark a significant step in modernizing the EU's communications infrastructure to create a more resilient, sovereign pan-European network. It will securely connect EU institutions, bodies, agencies and Member States.
Orange Business will provide the Layer 2 / Layer 3 backbone that enables the infrastructure's functionality, integration and long-term scalability. As the network operator, integrator and platform player, Orange will work closely with the European Commission's Directorate-General for Digital Services (DG DIGIT), the department designing, building and managing this digital ecosystem.

Supporting a smarter, safer and more connected EU infrastructure
Through strategic design and clear governance, this new secured-by-design network will support European digital initiatives and improve administrative interactions, making it easier to implement policies across the EU.
Orange Business will provide critical building blocks across core capabilities for the network, supported by a strong Network Operating Center and Security Operating Center. Built on a single backbone connecting at least 12 Points of Presence (PoPs) across five strategic European regions, the architecture will deliver secure-by-design, high availability (99.999%) and resilient connectivity across sites and multi-cloud environments.
The solution will combine backbone infrastructure, cloud connectivity and Virtual Private Network (VPN) technologies securely connecting distributed sites. Evolution Platform, Orange Business's AI-first, trusted connectivity platform for delivering enterprise digital services, will replace dedicated hardware with software-based virtual services. This platform model provides a simpler and fully digital customer journey and is built on a foundation of trusted, sovereign European infrastructure.
