Our commitment to building
a more responsible supply chain
Our Responsible Purchasing Commitments are more than just words — they’re built on demanding ethical, social and environmental standards. We foster strong, trust-based relationships with our suppliers and expect them to respect human rights, offer safe and fair working conditions and safeguard the environment. Our Supplier Code of Conduct, attached to all our agreements and purchase terms and conditions, formalizes these expectations and encourages our partners to adopt responsible practices.
The only way to build a more resource-efficient, secure, resilient and fair digital world is by involving everyone in our ecosystem: employees, suppliers, customers, partners, NGOs, civil society, institutions and public authorities.

To ensure that our ESG standards and requirements are implemented, we’ve set up a systematic evaluation process, relying on external assessments and on-site audits. But monitoring is only part of the story. We also work alongside our suppliers to ensure ongoing progress, in particular through continuous-improvement reviews, sharing best practices, corrective action plans and tailored training.

The impact of our responsible purchasing strategy
Our commitment is delivering tangible results:
Working with our suppliers
to accelerate decarbonization
Did you know that more than 80% of our carbon emissions come from Scope 3 — mostly from purchased goods and services? That’s why we launched the Partners to Net Zero Carbon program, designed to actively involve our suppliers in reducing the carbon footprint of the products and services we buy. This collective program enables us to work hand in hand toward our shared decarbonization goals.
“Partners to Net Zero Carbon” is supported by a multidisciplinary, cross-functional project team within Orange. It brings together our internal stakeholders and our suppliers around this shared objective, because uniting our efforts is essential; we can only meet the Scope 3 challenge by working together”.

We want to rethink how we work with suppliers — as true partners — to achieve shared decarbonization. Our success depends on theirs, and every actor, from organizations to companies to public institutions to citizens and consumers, plays a role in environmental preservation. Collective action and interdependence are at the heart of the Partners to Net Zero Carbon program.
How the circular economy
drives our purchasing strategy
We believe that the circular economy is essential to reducing our environmental impact. We work closely with suppliers to develop responsible procurement programs and integrate circularity criteria into our sourcing process, evaluating the manufacturer’s ability to provide material composition details (virgin and recycled), conduct lifecycle analyses, ensure long-term support and software updates, and refurbish equipment. A concrete example: OSCAR (Orange Sustainable & Circular Ambition for Recertification), a program for purchasing refurbished network and IT equipment. In addition to cutting carbon emissions up to 90%, it promotes internal equipment reuse and the resale of decommissioned equipment. To reach Net Zero Carbon by 2040, we must accelerate the circular transition and build a more open model among operators, equipment manufacturers and players in the secondhand and refurbished market. Since January 2025, Orange has been leading the JAC’s Circular Economy Working Group to raise awareness and, above all, mobilize peers to help guide shared suppliers toward more circular business models.
The JAC: when telecom operators join forces
to promote more responsible purchasing
The Joint Alliance for CSR (JAC) is a true game-changer for our industry. Imagine: 31 telecom operators representing more than half of the sector’s global revenue, all coming together to speak as one to our suppliers. And Orange was one of its founding members more than 10 years ago! In practice, the JAC operates on a model of “coopetition”: we collaborate while remaining competitive. Members pool the results of audits carried out at production sites to monitor, assess and strengthen ESG standards throughout our suppliers’ production chains. But it doesn’t end there: together, we define shared standards to help drive the industry toward greater sustainability. The Carbon Reduction and Supplier Engagement programs, along with the Circular Economy and Duty of Care working groups, are just a few concrete examples of this collective momentum. Together, we highlight best practices and establish common expectations for a more responsible future. Our goal is simple: to accelerate the sustainable transformation of our supply chains and build more responsible infrastructure networks. And we don’t do things halfway — we make sure to recognize suppliers who actively support our Net Zero ambition and our ethical and social commitments. Together, we’re moving toward a more responsible digital future.

Inclusive and socially
responsible purchasing
For nearly 20 years, Orange has been committed to inclusive purchasing by sourcing from suppliers in the disability employment sector across mainland France and its overseas territories. In 2024, our inclusive purchases surpassed €22 million, covering a wide range of services: networks, IT, grounds maintenance, mobile phone repair and refurbishment, back-office operations, cleaning days and more. For us, it’s a concrete way of contributing to a more inclusive economy.
There is no economic performance without sustainable performance.

The concrete impact of our responsible purchasing
For the environment
Our work with suppliers on decarbonization directly supports our Net Zero 2040 goal, including a 45% reduction in CO2 emissions across Scopes 1, 2, and 3 by 2030 compared with 2020.
For society
Our inclusive purchasing supports the employment of people with disabilities and contributes to a more socially responsible economy.
For our customers
Inclusive purchasing helps us meet corporate customers’ expectations for inclusion through social clauses. Circular-economy practices and refurbished equipment allow us to offer more sustainable products and services with a lower environmental impact.
For our suppliers
Our responsible purchasing approach encourages innovation, drives sustainable transformation across the value chain and builds long-term trust between Orange and its partners. In France, this approach is formally recognized by the “Responsible Supplier Relations and Purchasing” label. Issued by the Ministry of Economy and Finance, the French Business Mediator and the National Procurement Council, this label a testament to our commitment to responsible purchasing practices.
